In terms of reactions, I've found that the vast majority of the time the steakee is affirmative of the streak. I've hiked nude a lot in national forests and state parks and sail and canoe/kayak naked in public areas, like 30 to 40 days a year, for more than 20 years (that works out to over 600 days). On average I'd say, conservatively, I encounter 8 people a day, so that's 4,800 encounters - young people, old people, children with parents - the whole spectrum, but, on balance mostly healthy, outdoor sort of folks. No couch potatoes. I can only think of 3 encounters where the streakee was really seriously offended and upset and maybe another 7 or so where the person was visibly uncomfortable. 10/4800 works out to 0.21% or like 1/5 of 1%. Conversely, that's 99.8% neutral or affirmative encounters.
In terms of a streakee in a car, I had a humorous encounter one morning about 4 am when I was out on my regular run in a tiny Y-back thong. (Yes, I know, technically not streaking, but close.) As I ran past a T-intersection, I ran through the headlights of an oncoming car which then turned in the same direction I was going and slowly drove past me. It then stopped about 100 feet ahead of me and waited until I caught up. The driver's window was rolled down. I called out, "Good morning," as I passed; and the middle-aged woman in the car said, "I just had to stop to make sure I really saw what I thought I saw." I replied, "Yes ma'am, I think you did. Hope you enjoyed it." And as I ran on ahead, I didn't hear a response, but she kept me in her headlights until we came to another intersection at which point we went different directions.
So I'd say the odds are that your streakee was not offended and was just trying to verify that they actually saw a naked walker.
